Council action is requested to issue a purchase order to Layne, a Granite Company, in the amount of $192,085.00 for Courtney Bend Water Treatment Plant Well Rehabilitation for the Water Department.

The Water Department operates forty-one vertical wells which supply water to the Courtney Bend Water Treatment Plant. In order to sustain operational capacity, these wells require timely maintenance and rehabilitation. These wells are essential to providing a reliable supply of water to meet the treated drinking water demands of the community.
The Procurement Division issued Invitation to Bid (“ITB”) 20050 on June 2, 2020. The ITB was published on the City’s website through Public Purchase, the City’s e-bidding service provider, which notified 296 potential bidders; 55 accessed the bid.
The City received two bids in response to ITB 20050. Upon review by City staff, it was determined the bid submitted by Layne, a Granite Company, met the requirements of the ITB. In comparison of the bids submitted, the bid of Layne, a Granite Company, was determined by staff to be the lowest, best bid submitted. Layne has a history of successfully executing projects of similar scope for the Water Department and throughout the history of the Courtney Bend Water Treatment Plant’s operation. Layne possesses the necessary capability and capacity to successfully perform this work. The Water Department is recommending the inclusion of the following line items for the award, totaling $192,085.00:
• Well 13 items (a), (b), (c1), and (d)
• Well 19 items (a), (b), (c1), and (d)
• Well 44 items (a), (b), (c2), and (d)
This project is a budgeted line item in the Water Department’s operating budget.
Approval of this item authorizes changes orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.
Fiscal Impact. The fiscal impact to the City is $192,085.00. Funding for Courtney Bend Water Treatment Plant Well Rehabilitation is included in the fiscal year 2019/20 adopted budget, page number 142, account number 4830.
