Council action is requested to issue a purchase order to Rand Construction Company in the amount of $333,308.00 for the Courtney Bend Water Treatment Plant paste slaker replacement project for the Water Division of the Municipal Services Department.

It is Water Division Staff’s recommendation that the bid submitted by Rand Construction Company in response to City Invitation to Bid #23071 in the amount of $333,308 be accepted by the City. The value of this recommendation reflects the summation of pricing submitted by Rand Construction Company for line items one through four of the invitation to bid.

This project is for providing specified equipment and performance of work required for replacement of lime slaker no. 6 at the Courtney Bend Water Treatment Plant. The equipment to be replaced by this project is critical chemical feed equipment necessary for the water treatment process. The existing equipment has reached the end of its effective service life and requires replacement. Executing this project will help to improve the sustainability and reliability of the water treatment plant operation.

The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #23071 on August 11, 2023. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. Two Hundred-Nine (209) potential bidders were notified of the ITB, fourteen (14) accessed the ITB.

Approval of these items authorizes the Finance Director to issue change orders up to a total of ten (10) percent of the original authorized amounts, so long as appropriations are available.

The fiscal impact to the City is $333,308.00. The Courtney Bend Water Treatment Plant paste slaker replacement project is in the 2023-2024 proposed budget, on page 256, account number (7040-5406) Other Improvements.
