Agenda Title:

Council action is requested to issue a blanket purchase order up to $610,000.00 with the Johnson County Sheriff Office for detention housing services for the Police Department.
Recommendations:

Council approval to issue a blanket purchase order.
Background:

The Police Department is requesting approval to issue a purchase order in excess of $50,000 for detention housing services to be provided by the Johnson County Sheriff Office.  

The Independence City Jail is operated as a short term holding facility that houses inmates for seventy-two hours or less.  Off-site correctional facilities have been utilized to house prisoners who receive a sentence greater than seventy-two hours by a Judge of the Independence Municipal Court.

The Johnson County, Missouri Sheriff Office in Centerview is the primary location for prisoner housing.  Regional options for contract prisoner housing are extremely limited with most facilities unable to accommodate significant contract populations.  Johnson County currently holds most housing contracts for Police Departments in Jackson County, excluding the Kansas City Police Department.  Bed space available for each department is determined by Johnson County.  

Independence currently does not have any other options for prisoner housing.  The other location that was used for overflow housing is no longer accepting prisoners from Independence.  Other options are currently being researched, but Johnson County is currently our only option.  Johnson County does provide transportation (for a fee) to and from their facility back to Independence.  They feed and house the prisoners for the duration of their sentences.  The current contract with Johnson County includes a $50/day per bed charge with no guarantee of a certain number of beds available.  In addition, there is a transportation fee of $20/round trip for each trip made to the City.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the authorized amount, provided appropriations are available. 
 


Fiscal Impact:

The fiscal impact to the city is $610,000 per year for one year subject to annual budget appropriation. Detention Housing Services is included in the FY 2023-2024 proposed budget, on page 217, General Fund, account number (4543-5226) Professional Services.
