Council action is requested to authorize the City Manager to execute a license agreement on behalf of the Noland Road Community Improvement District with the Missouri Highways and Transportation Commission for construction of a monument marker.

Executive Summary:

The Noland Road Community Improvement District is seeking to construction a monument marker along the eastbound ramp of Interstate 70 at Noland Road. This tract of land is owned and maintained by the Missouri Highways and Transportation Commission. This license agreement would allow construction of the monument marker on this property.
Background:

The Noland Road Community Improvement District (NRCID) is a legal entity, created to collect sales tax proceeds that are to be reinvested into Noland Road in Independence, Missouri. The NRCID was established in November of 2014, following a successful petition campaign and unanimous approval from the Independence City Council. Shortly thereafter, property owners within the NRCID voted for a 3/4 of a cent sales tax increase. The tax increase, combined with the formation of the NRCID, means that approximately $38 million in available revenue dollars will be generated over the next 25 years. This money will be used to fund three basic types of projects:

 

  1. Construction of capital improvements.
  2. Ongoing maintenance of capital improvements.
  3. Private development and redevelopment assistance.

 

The Missouri Highways and Transportation Commission (MHTC) is an entity of the State of Missouri created by state law and owns and maintains State Route IS-70 as part of the State Highway System in Jackson County, Missouri.

 

The NRCID desires to use a portion of the Commission property located along the eastbound ramp of Interstate 70 at Noland Road to construct a monument marker. The monument would feature branding consistent with the NRCID. This license agreement is being executed by the City on behalf of the NRCID to allow for using a portion of MHTC property for this use.



Fiscal Impact:

The NRCID will be responsible for all costs associated with this project including, but not limited to, plan review, permitting, constructing, and ongoing maintenance of the monument marker.
