Agenda Title:

20-054 - 2R.  An ordinance authorizing acceptance of a grant in the amount of $263,091.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for a Crash Investigation Software License, Stalker Radar Units, LETSAC Conference fees and Hazardous Moving Violations Enforcement from October 1, 2020, to September 30, 2021; authorizing future change orders, extensions, amendments or addendums for additional funding for the same project and making the necessary appropriations.
Recommendations:

The Police Department recommends acceptance of this ordinance.

 

Background:

The Missouri Department of Transportation, Highway Safety Division will fund enforcement activities for education and enforcement projects related to traffic problems along with the purchase of a Crash Investigation Software License to be used for crash investigation,  Stalker Radar Units and LETSAC conference fees.  This contract (Project #21-PT-02-035) of $263,091.00 will fund Hazardous Moving Violation projects during the time period of October 1, 2020 and September 30, 2021.  The police department will be required to conduct enforcement targeting offenders committing hazardous moving violations (speeding, following too close, improper lane use and failing to yield the right of way).  The officers will be assigned to specific high accident locations to conduct this enforcement, and will also participate in enforcement on red light running, I-70 aggressive driving, as well as the Union Pacific Police Department in Operation Lifesaver, which targets violators who fail to stop for railroad crossing gates. 



Fiscal Impact:

The City will be reimbursed up to $263,091.00 for overtime expenses while working on this project. The full amount of $263,091.00 needs to be appropriated to the Police Department’s Operating Budget, 4550-5102-HMV-G. A Local match of $4,666.50 (25%) is required toward the purchase of the Stalker Radar Units.
