Agenda Title:

Council action is requested to issue a purchase order to SF Mobile-Vision Inc, in the amount of $129,275.00 for a Car Video Systems for the Police Department.

Recommendations:

Council action to issue a purchase order.

Background:

The Police Department needs to equip 13 new police vehicles with Flashback HD in-car camera systems and rear seat camera kits and upgrade 12 older in-car video camera systems. The older camera’s have reached their end of life cycle and components are no longer supported for repair or replacement by the manufacturer.

The Department is purchasing 25 new Flashback HD in-car cameras and 25 rear seat camera kits from Safe Fleet Mobile Vision for a total amount of $129,275.00. Safe Fleet, the selected vendor, is the single source provider in that this is a proprietary system that is already in use in all the patrol vehicles. The department needs to remain consistent with the camera systems already in use to have a standardized equipment setup in each vehicle. This is important not only for vehicle equipment installs but also for officer training and usage.

Public Safety Sales Tax funds will be used for 22 of the camera systems and the USE tax will be used for 3 systems.

The units will be purchased through a Houston-Galveston Area Council (HGAC) cooperative contract that was competitively bid. HGAC works through a partnership with the Kansas City Regional Purchasing Cooperative (KCRPC), a division of the Mid-America Regional Council (MARC). Purchases under cooperative agreements are authorized by Section 8.06.004, Paragraph 5, of the Independence City Code, which states that when cooperative bids or contracts are used, they will first have been established pursuant to generally accepted governmental purchasing practices and the competitive bidding process.



Fiscal Impact:

Fiscal Impact. The fiscal impact to the City is $129,275.00. Funding for the Car Video Systems is included in the fiscal year 2020/21 adopted budget:
