The Police Department needs to purchase 13 new Ford Explorer police vehicles. Three (3) will be purchased from the USE Tax for the additional officers being hired from the tax. Ten (10) will be purchased using the Public Safety Sales Tax to replace older/high mileage vehicles in the Patrol fleet.
Ford stopped producing the Ford Taurus Sedan and Dodge temporarily stopped producing the Dodge Charger, so the Ford Explorer was the next lowest cost police vehicle available for purchase on the market. The Ford Explorer is currently in use by the Police Department and has a proven track record for performance, durability, and maintenance. The department needs to remain consistent with the vehicles already in use to have a standardized equipment setup and for officer driver training.
The dealer providing the vehicles, Shawnee Mission Ford, is providing pricing based on the cooperative contract for the Mid-America Council of Public Procurement (MACPP) contract #500000440. Purchases under cooperative agreements are authorized by Section 8.06.004, Paragraph 5, of the Independence City Code, which states that when cooperative bids or contracts are used, they will first have been established pursuant to generally accepted governmental purchasing practices and the competitive bidding process.
