Approval would extend the existing agreement with the National League of Cities (NLC) Service Line Warranty Program for an additional one-year period and communicate the same to Independence residents.  The NLC program is a voluntary program which allows property owners to purchase warranty protection for repairs or replacement of private water and sewer lines, including the thawing of frozen water lines. The program is at no cost to the City. 

The City is currently under this agreement with the initial term expiring in January 2021. It renews automatically on an annual basis unless the City provides a 90 day notice indicating it does not wish to continue the agreement.  

While the City is responsible for repairs to mains, private water and sewer lines are the responsibility of private property owners. As a membership benefit, the National League of Cities (NLC) Service Line Warranty Program was created to provide property owners a voluntary solution for water and sewer line repair or replacement.
