A Request for Proposal (RFP) for Lobbying Services for the Power & Light Department was issued on August 11, 2020. The current contractor, Strategic Capital Consulting, LLC, was the only firm to respond to the solicitation on August 27, 2020.
A selection committee comprised of IPL and the City Manager’s Office staff evaluated the proposal based on the following evaluation criteria: 1) Experience and references; 2) Knowledge of the Independence Power & Light; 3) Availability of the respondent; and 4) Cost. The selection committee recommended Strategic Capitol Consulting, LLC for award. Strategic Capitol Consulting has extensive lobbying experience and has provided this service for IPL since 2016.
The RFP was posted as follows:
1. Posted on the City’s website.
2. Broadcast to twenty-nine (29) potential providers of this service by Public Purchase, the City’s Internet-based, e-procurement system of which fourteen (14) downloaded the bid documents.

Fiscal Impact:
The fiscal impact to the City is $120,000.00. Funding for Lobbying Services for Power & Light is included in the Power & Light Fund of the Fiscal Year 2020-2021 adopted budget, page number 137, account number 6110.5226.92314010.
