Council action is requested regarding the change in ownership application received from Wadsworth Old Chicago Inc., for a Restaurant Bar Intoxicating Liquor License and a Sunday Restaurant Intoxicating Liquor License located at 4661 S. Cochise Dr.   

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code.
Executive Summary:

The applicant is requesting Council approval to sell intoxicating liquor at a restaurant bar by the drink seven days a week. Old Chicago was previously owned by Wadsworth Old Chicago Inc. but due to a corporate bankruptcy a new entity named Old Chicago Taproom II, LLC is the new owner.

History of any liquor license at this location; if a new building provides a brief update on the construction: The current liquor license was issued to Wadsworth Old Chicago Inc. in August of 2016 and has operated with no issues other than one instance of a sale to a minor several years ago.  Wadsworth Old Chicago Inc. filed for bankruptcy effective June 1, 2020.  As part of that transaction the assets were purchased by a new organization Old Chicago Taproom II, LLC.    

 

Location proximity to residential, park, school and church: There are no hospitals, churches, schools, parks, or residentially zoned property within 300 feet of the premises according to the City’s mapping system.

 

Managing Officer Information and results from background check: The proposed business is an LLC whos members include Jonathan Childs, Courtney Mowry, and Morgan McClure. The managing officer will change as a result of this bankruptcy.  Lorene Epple has been appointed managing officer.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Ms. Epple revealed she meets the requirements of the Alcoholic Beverages code.

The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code for this license type.  Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
