Agenda Title:

Council action is requested to amend the Sewer Connection Fees effective October 6, 2020.
Recommendations:

Approval of the amendment is recommended.
Executive Summary:

The Sewer Connection Fees set the amount to be charged for connecting sanitary sewer service to properties. As required by the Missouri State Constitution, the revenues generated from the proposed fee amendments do not exceed the cost of providing the service.  Moreover, the proposed fees were compared to surrounding jurisdictions to ensure they are in line with regional averages.
Background:

The Sewer Connection Fees set the amount to be charged for connecting sanitary sewer service to properties.  Staff has reviewed the existing sewer connection fees currently listed in the City’s Scheduled of Fees, under items H. 5.6.i and H. 5.6.ii. 

The changes are recommended as follows:

b. Permit Fees

i. New Sewer Connection Permit  $200.00 (lowered from $1,500). 

(where no existing wye, tee, or saddle exists for the property and as part of the public improvements of new main installation)

ii. Sewer Connection when wye is available Permit $1,500.00 (no change)

(where an existing wye, tee, or saddle exists for the property and applicant choses to install another wye, etc. and abandon the existing).

The addition of the following will aid in clarification:

“Notes regarding sewer connection permits:  Where there is an existing wye and the applicant choses to extend sanitary service to this existing wye, no sewer connection permit is required.  The applicant must obtain a plumbing permit through Community Development.”

As required by the Missouri State Constitution, the revenues generated from the proposed fee amendment do not exceed the cost of providing the service.  Moreover, the proposed fees were compared to surrounding jurisdictions to ensure they are in line with region averages.

The amended fee will be added to the City’s Schedule of Fees.


Fiscal Impact:

Year to year, the number of sewer connection permits fluctuates between 10 to 100 per year. The fiscal impact to the City is between $2,000.00 and $20,000.00 and are used to offset the cost of the connection. The Revenue will be deposited in the Construction Permit revenue account 5002-3109 in the General Fund. These receipts are budgeted on page 171 of the 2020/2021 Budget
