Agenda Title:

Council action is requested to authorize the City Manager to approve a construction contract with Wiedenmann, Inc. for an amount not to exceed $495,270.00, authorizing future minor change orders for an amount not to exceed $40,685.00 and/or time extensions, for the 2020 Emergency Stormwater Repairs Project (Project No. 131802).

Executive Summary:

Approval is requested for a construction contract for the 2020 Emergency Stormwater Repairs Project (Project No. 131802) utilizing the Lee’s Summit Cooperative Agreement, as per Section 8.06.004 of the City Code. The project consists of 2 sites:  2800 Block of Trenchard and the culvert replacement at Truman Road and Yuma Ave.  Construction activities include slope stabilization at the Trenchard site, and replacement of a deteriorating box culvert at the Truman Site.
Background:

Slope failure at 2817 Trenchard resulted in the loss of existing stormwater infrastructure and shifting of the bank.  Design recommendations have been provided for stabilization of the slope, resulting in over 1,800 cubic yards of soil to be removed and rock brought in to stabilize the slope.  The stone and mortar box culvert under Truman Road has been inspected and recommended for replacement due to the existing deterioration.  The vendor providing the construction services, Wiedenmann, Inc., provided a quote based on a Lee’s Summit Cooperative contract #2019-003/1R. Purchases of services under cooperative agreements are authorized by Section 8.06.004, Paragraph 5, of the Independence City Code, which states that when cooperative bids or contracts are used, they will first have been established pursuant to generally accepted governmental purchasing practices and the competitive bidding process.    

 

Wiedenmann, Inc. has completed various stormwater projects successfully for the City and their quote has been reviewed and recommended to approve.  The cooperative agreement is based on actual time and materials used and will be documented with inspection.
Emergency Justification:

Further deterioration and loss of the slope would result in additional property damage and potential damages to other properties including buildings in the near vicinity.  Additional deterioration of the box culvert under Truman Road would result in closure of this arterial, potential damage to property, and a large disruption to traffic.


Fiscal Impact:

The fiscal impact to the City is $535,955.00.  Funding for 2020 Emergency Stormwater Repairs Project is included in fund balance. These funds are available due to prior year Emergency Repair Construction funds in the 2018 adopted budget, page number 286, account number 7013 5406 were not fully expended. A budget amendment to formally move these funds will be included in the next quarterly budget amendment.
