During project development, staff found that the remaining box culvert extension on the south side of Truman Road was dilapidated and needed removed.  Further deterioration would put public infrastructure at risk, including a sanitary sewer manhole and the embankment of Harris Avenue.  Additionally, staff reviewed the abandoned building at 11008 E Truman Road on the north side of Truman Road.  This building was built directly on top the existing box culvert under Truman Road.  Erosion of the slope has resulted in the foundation being undermined and a dangerous building designation. Staff evaluated the demolition of this building and concluded that removal of the building’s foundation may result in failure of the embankment of Truman Road.  Staff decided on a design-build project delivery method to address both sides of the project.  Phase 1 addressed erosion of the south slope; Phases 2 and 3 will remove the depilated box culvert on the south and the dangerous building and box culvert extension on the north. This will protect existing public infrastructure on both sides of Truman Road, including the roadways, water, stormwater, and sanitary.
