The City Council recently passed UDO Amendment #44 (Ordinance 19178) making several changes related to Donation Bins and Donation Centers located in the City. This amendment modified language to the UDO that adds permitting regulations for the placement of donation bins on properties within the City of Independence and clarity and standards for the bin materials, signage, maintenance, and violations. This amendment also addressed public safety concerns with entities newly defined as Donation Centers that have, on a continuous basis, donation drop-off locations and donation bins.
A new permit fee of $25 per donation bin was outlined in the amendment and will be managed by the Regulated Industries Division of Community Development. This fee is the same as similar permits in other municipalities in Missouri.
Staff proposes to add business license fee for Donation Bin Permits that would be charged for each physical donation bin located in Independence.
