  1. Council action is requested regarding the application received from Racan, Inc.; for an Unlimited Retailer of Intoxicating Liquor and Sunday Sales located at 17001 E US 24 Highway. This application requires a two-thirds majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.
Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code.

Executive Summary:

The applicant is requesting City Council approval for retail sales of intoxicating liquors in the original package direct to the customer, but not for resale.  Racan, Inc. is owned by Waleed Aldoqum who will also serve as the managing officer of the liquor license.

History of any liquor license at this location; if a new building provides a brief update on the construction:  There has been no liquor license at this location in the past as this space was previously occupied by a flooring and design company.  Since the previous business left the building has been marketed for commercial sales.

 

Location proximity to residential, park, school and church: There are no hospitals, churches, schools, or parks within 300 feet, however there is residentially zoned property within 300 feet of the premises according to the City’s mapping system.

 

Managing Officer Information and results from background check: The proposed business is a corporation whose only member is Waleed Aldoqum.  He will also serve as the appointed managing officer.  The background investigation conducted by the Missouri State Highway Patrol on Mr. Aldoqum revealed he meets the requirements of the Alcoholic Beverages code.

 

The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code for this license type.  Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
