Agenda Title:

Council action is requested to authorize the City Manager to approve a professional services contract with WSP USA to provide design services for Truman Connected Phase 1 (Project No. 112102).
Recommendations:

Approval of the request is recommended.
Executive Summary:

This action would approve a professional services contract with WSP USA for the Truman Connected Phase 1 (Project No. 112102) for an amount not to exceed $230,259.00. The scope of services for the contract will include sidewalk improvements, dedicated bike lanes, shared use paths, curb & gutter, landscaping, streetscaping, and other associated improvements. 
Background:

WSP USA was selected to provide the professional services for Truman Connected Phase 1. This project includes the implementation of multi-modal improvements to major streets. The project is the first phase of Truman Connected plan, from the Planning Sustainable Places (PSP) study (2015). The project starts at 24 Highway and Bess Truman Parkway and ends at Winner Road and Sterling Ave. Surface Transportation Projects (STP) and Transportation Alternative (TA) projects grant funding will be available for the future construction phase of the project.

Design services are split into two phases: Right-of-Way Design and Final Design Services. This action would approve an Engineering Services Contract for Right-of-Way Design phase.  Future council action will be necessary to amend and add to the contract the engineering services associated with the Final Design Phase in the FY 2022 appropriation.

Fiscal Impact:

The fiscal impact to the City is $230,259.00.  Funding for the Truman Connected Phase 1 Improvements (Project No. 112102) is included in the 2021 adopted budget, page number 90, account number 7011-5406 (Municipal Services Department/Capital Projects/Street Improvement Sales Tax Fund).  Additional funding received from the remaining proceeds for the Truman Connect Planning Sustainable Places grant (Project No. 111815).
