This action would approve a professional services contract with WSP USA for the Square Streetscape Project (Project No. 111902) for an amount not to exceed $294,374. The scope of services for the contract will closely follow the improvements outlined as the “Full Build-out” concept design in the Downtown Streetscape Action Plan, November 2019 and the Independence Square Traffic Impact Study, April 2020. This project includes conversion of roadways from one-way to two-way and vice versa, conversion of angle parking to parallel parking, sidewalk and ADA ramp improvements, streetlight improvements, storm drainage modifications, and the implementation of bicycle and pedestrian facilities and amenities. |

WSP USA was selected to provide the professional services for the Square Streetscape Project as well as Truman Connected Phase I. This project will include narrowing lane widths, shifting some curb locations, and converting traffic around the historic courthouse to one-way traffic. The intersections will also be improved at all corners of the Square, providing bump-outs, plantings, and site amenities. The project compliments the bi-directional cycle track along Lexington Avenue and Main Street to be constructed as part of the Truman Connected, Phase 1 improvements project. Utilizing the same design firm for both projects creates project efficiencies (e.g., scheduling, regulatory approvals, cost, etc.), enables design continuity through the area, and will facilitate a competitive process when the project is bid for construction. Full construction improvements are limited to the streets surrounding the Truman Courthouse. These streets include:
• Main Street from Maple Avenue to Lexington Avenue
• Liberty Street from Maple Avenue to Lexington Avenue
• Maple Street Avenue from Main Street to Liberty Street
• Lexington Avenue from Main Street to Liberty Street

Funding for the Square Streetscape Improvements (Project No. 111902) previously appropriated as part of the Deferred Maintenance (category: Intersection Improvements) financing program passed by the City Council in December 2019.
