Agenda Title:

Council action is requested to authorize the City Manager to approve a construction contract with Pyramid Excavation and Construction Contractors for an amount not to exceed $380,102.10, and authorizing future minor change orders for an amount not to exceed $38,010.21 and/or time extensions, for the Scott Avenue Bridge Replacement Project (Project No.111808).

Executive Summary:

Approval is requested for a construction contract for the Scott Avenue Bridge Replacement Project (Project No.111808). This project replaces the existing concrete slab bridge, which has experienced failure at the NW abutment, with a new Double Cell 9ft by 5ft Reinforced Concrete Box (RCB). Project also provides for water main construction, sanitary sewer reconstruction, asphalt pavement replacement, erosion control, traffic control, and streambank stabilization.
Background:

This project involves the replacement of the existing Scott Avenue Bridge over a Tributary to Rock Creek. The existing bridge has experienced significant structural damage, due to scour at the NW abutment, which resulted in the undercut and displacement of one half of the northern abutment, during a flood event in May of 2018. The project includes replacement of the existing bridge with a Double Cell 9ft by 5ft RCB, pavement replacement, sanitary sewer reconstruction water main replacement, streambank stabilization, and storm sewer construction.

Engineers Estimate                                              $326,087.15

Pyramid Excavation and Construction has successfully completed other construction contracts for the City. Their bid is being recommended for this contract.


Fiscal Impact:

The fiscal impact to the City is $418,112.31.  Funding for the Scott Avenue Bridge Replacement Project (Project No. 111808) is included in the deferred maintenance funding provided by the Deferred Maintenance debt issuance from December 2019.
