Agenda Title:

Council Action is requested to issue a purchase order to Pullman Power, LLC in the amount of $278,160.00 for the Van Horn Potable Water Storage Reservoir Improvements project for the Water Department.

Recommendations:

Council action to issue a purchase order.

Background:

This project is for performance of work required for necessary improvements, repairs, and maintenance to the Water Department’s Van Horn Reservoir. Work to be performed includes replacement of the reservoir roof’s protective covering, minor repairs to the reservoir’s concrete structure, and miscellaneous improvements. Executing this work shall help ensure the sustainable operation of the Van Horn Reservoir for the foreseeable future. The Van Horn Reservoir is one of three potable water storage reservoirs operated and maintained by the Water Department. These storage reservoirs augment the supply of potable water produced by the Courtney Bend Water Treatment Plant during times of peak water usage and in emergency situations. The Van Horn Reservoir is a critical component of the Water Department’s operations.

The Procurement Office of the Finance and Administration Department issued Invitation to Bid (“ITB”) #20095 on December 14, 2020. The ITB was publicly available through the City’s e-bidding service provider, Public Purchase. Twenty-four (24) potential bidders were notified of the ITB, nineteen (19) accessed the ITB.

The City received six bids in response to ITB #20095. Upon review by City staff, it was determined the bid submitted by Pullman Power, LLC met the requirements specified. In comparison of the bids submitted, the bid of Pullman Power, LLC was determined by staff to be the lowest and best bid submitted which met the requirements. Pullman Power, LLC provided the requisite qualification information, which appears to demonstrate the firm possesses the necessary capability and capacity to successfully perform the work required.

This project is identified as Water Department Capital Improvement Fund project number 70401704.

Approval of this item shall authorize change orders up to a total of ten (10) percent of the original authorized amount for each order, provided appropriations are available.



Fiscal Impact:

Fiscal Impact. The fiscal impact to the City is $278,160.00. Funding is included in the fiscal year 2020/21 adopted budget, Van Horn Reservoir Improvement project string 401704-C, account number 7040-5406.
