Council action is requested regarding the change of ownership application received from Prime 3, LLC.; to transfer an Unlimited Intoxicating Liquor in the Original Package with Sunday Sales License located at 3459 S. Sterling Ave. 

This application meets the requirements of the City’s Alcoholic Beverage Code. 

The applicant is requesting City Council approval to sell intoxicating liquor in the original package on premises seven days a week.  This convenience store with gas is currently owned by Sterling Enterprises but is changing the legal entity to be consistent with their other naming and business structures for tax purposes.  The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

According to their application, Nizar Rawjani who currently operates this convenience store under the name Sperling Enterprises however holds other licenses under the Prime 3, LLC name.  Prime 3, LLC will continue to lease and operate the convenience store at this location with no changes to the business and plans to continue selling alcoholic beverages seven days a week.  The store will also continue to operate within the same 1,500 square feet of space. 

The new owner is an LLC whose sole member is Nizar Rawjani.  They have reappointed Richard Bryant as Managing Officer for purposes of this liquor license.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Mr. Bryant revealed he meets the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application and the attached Inspection Report includes their comments.
