Background:
The City of Independence began operating a Motorola prime site radio system, managed by the police department, in 2006. The radio system provides exceptional radio coverage throughout the city for the police and fire departments as well as other city departments that utilize radios. The system consists of (6) tower sites strategically located throughout the city to provide for optimal coverage. Each tower site works together to route audio and data via a microwave link at each tower site.
The tower site located at the Lake City Ammunition plant is part of the radio system and has been since the inception of the system. The City of Independence and the ammunition plant have had an existing Memorandum of Understanding (MOU) regarding the tower site since 2006. Olin Winchester was recently awarded the contract at the Lake City location and the federal government has granted Winchester authority to enter into agreements with third parties for the use of portions of the Lake City property. The City of Independence desires to maintain the tower site at the Lake City location and wishes to pursue an agreement with Lake City for the continued use.
This proposed MOU is a 25 year agreement between the City of Independence and Winchester (Lake City Ammunition plant). The City of Independence will be responsible for maintaining the tower site, maintaining insurance in relation to the tower site and will be responsible for utilities associated with the operation of the tower site. As previously mentioned, this tower site is one of (6) that work in conjunction to provide exceptional radio coverage to the City of Independence. The Lake City site is strategically located to provide the necessary microwave link transmissions to the other sites so that effective radio communication may occur.
