Agenda Title:

Council action is requested regarding PUAB Recommendations of IPL Priorities.

Executive Summary:

Concluding several months of work and deliberation, on February 11, 2021 the PUAB approved the attached IPL Priorities for the City Council's consideration.
Background:

The City engaged DKMT Consulting in mid-2020. DKMT issued a Phase I report which outlined, among other items, a need to develop a strategic plan for IPL.  October 5, 2020, the City Council postponed indefinitely Resolution 20-783 directing the City Manager to develop an action plan for IPL (attached) in exchange for the process outlined in the attached memo ('PUAB Response to 20-783).  

 

Such a process was intended to mirror the one employed at the beginning of 2020 when an initial series of strategic goals and objectives to address some of the immediate issues faced by IPL were endorsed by the PUAB and Electric Rates Committee. That process helped align the efforts and resources of the department and resulted in a focused approach that delivered positive results.  

 

Prior Activity:

  • During the week of October 12-16, 2020 IPL Director Jim Nail and Assistant City Manager Adam Norris met with members of the PUAB to gather feedback and assemble a comprehensive list of priorities and objectives for the PUAB to discuss. During those sessions, staff shared some of the long-term objectives developed by staff. 
  • From those sessions, a listing of nine priorities were developed for the PUAB's consideration for their November 12, 2020 meeting.
  • The week that meeting was to take place, a new set of six priorities were submitted for the Board's consideration. The Board decided to merge the two lists together to create a list of fifteen priorities for scoring.
  • At the November 19 PUAB meeting, the results of the scoring were presented. As a result of a portion of the language of the priorities overlapping with others, the scoring by all members became problematic and the list of priorities did not obtain necessary approval. Further consideration was delayed in an effort to achieve consensus among the members of the Board. 
  • In January 2021, staff reviewed the original lists to provide clarity and remove duplicate language and provided that update to the PUAB for discussion. 
  • At the February 11, 2021 PUAB meeting, a revised list of priorities was submitted by a board member for consideration and was recommended for approval for City Council consideration.  This list delineates policy-related matters from operational and management decisions.
