This mitigation project mitigates 4 specific, related, issues:
First, installing a new siren on or near 2601 N Liberty St adds outdoor warning siren coverage to an area previously poorly covered or uncovered by our existing siren network.
Second, adding a second siren encoder in the Independence Communications Center allows 911 dispatchers the ability to utilize the outdoor warning sirens during times when the main encoder in the Emergency Operations Center is inaccessible, unavailable, or unusable for any reason.
Third, including the CommanderOne capability to our existing system allows for authorized personnel to activate the sirens remotely via secured internet access as a backup to either fixed encoder site.
Fourth, updating our system to utilize encrypted encoders protects the siren network from intrusion by bad actors via radio transmission in a manner similar to what occurred in Dallas, TX in April of 2017.
