Substation K is located at 18800 East 37th Terrace, Independence, Missouri 64051. It is a 69/13 kV distribution substation built in 1974. It services power to surrounding commercial and residential customers with two (2) 30 MVA transformers, via eight (8) distribution feeders. Significant high profile customers include Independence Center and the Medical Center complex (CenterPoint). The rebuild is warranted due to the age and condition of the switchgear, transformers, control house and aging underground feeders.
This project will replace the aging existing underground feeders on Arrowhead Drive from 37th St. Terrace to the south side of 39th Street. Within the last year, the same vintage cable failed on two other circuits on 39th St west of Arrowhead Drive. Current industry standard cable designs and construction practices will be used to ensure the feeders will retain our high level of reliability for the surrounding commercial and residential customers.
The South Feeder construction will also include the elimination of a manhole that is 30 feet deep at 37th Terrace and Arrowhead Drive and will relocate a manhole on the southwest corner of 39th and Arrowhead Drive. The circuits in the 30 feet deep manhole are virtually inaccessible. The manhole at 39th and Arrowhead drive has been repeatedly struck by vehicles causing numerous and frequent repairs.
An Invitation to Bid (ITB) for Substation K South Feeder Construction was issued on January 11, 2021. The ITB was published through the Public Purchase, the City’s e-procurement service, which notified two hundred and eighty three (283) potential bidders, of which seventy five (75) accessed the bid documents.
Three (3) bids were received on February 24, 2021: PAR Electric, RS Electric and Mark One Electric. Mark One Electric provided the lowest, responsive bid for the Substation K South Feeder Construction project. See the attached bid tabulation. Mark One’s bid of $1,520,244.22 is $16,995.78 below the engineer’s estimate of $1,537,240. Approval of this item authorizes change orders up to 10% of the approved amount.
