Agenda Title:

21-740 - An resolution authorizing the acceptance of funding from the U.S. Department of Justice, Bureau of Justice Assistance, Office of Justice Programs, FY 2020 Byrne Justice Assistance Grant (JAG) Program, through a Kansas City, Missouri Ordinance No. 210071, which allocates $50,022 to the City of Independence, Missouri, for the Police Department’s use.
Recommendations:

The Police Department recommends approval.
Background:

The Byrne Justice Assistance Grant (JAG) is a program offered through the Department of Justice, Bureau of Justice Assistance, Office of Justice Programs. The Department of Justice has awarded $588,501 of the 2020 JAG funding to be shared by Jackson County, Missouri and the cities of Kansas City, Independence,  Grandview, and Raytown.  Kansas City, Missouri has agreed to serve as the fiscal agent for this program.  A signed Interlocal Agreement was required to be submitted with the grant application that was submitted in August 2020. The application and agreement has since been accepted and awarded to Kansas City, Missouri, who recently passed KCMO Ordinance No. 210071 to allocate funding to each agency with their portion of the grant award. The Independence Police Department is receiving $50,022.00 of this grant, to be used for law enforcement related equipment.   This equipment includes new ballistic shields for the department's SWAT members, and a new Imaging Laser Scanner, computer equipment, metal detectors and supplies for the Crime Scene Unit.  The Police Department will submit quarterly reports and invoices to Kansas City, Missouri for reimbursement.
Emergency Justification:

The Police Department has been awaiting the release of this grant funding to purchase some essential ballistic shields for the SWAT members.  The shields currently in use have expired and need immediate replacement.  We are requesting that this funding be accepted and appropriated as soon as possible so the new shields can be ordered and put into immediate use.  This is to ensure that the SWAT members have up-to-date equipment to protect them as much as possible, should the need arise.


Fiscal Impact:

The fiscal impact to the City is $50,022.00.  This Revenue will be deposited into account 4550-5405-JAG20 in the 015 Grant Fund.  No local match is required for this grant.

 

This item will necessitate appropriating funds for spending the grant funds. Staff will include this appropriation in the next quarterly appropriation Ordinance
