Agenda Title:

  1. Council action is requested on the application received from Spirit World & Food Mart for a Retail Selling of Intoxicating Liquor in the Original Package license for their new location at 17525 E. US 24 Highway.

Recommendations:

This application meets the requirements of the City’s Alcoholic Beverage Code. 

Executive Summary:

The applicant is requesting City Council approval for the reselling intoxicating liquors of all kinds in the original package.  The applicant has also applied for a Sunday Sales (S) license and Tasting (T) license both to be administratively approved should this application be approved by City Council. 

Spirit World currently operates out of 17523 E US 24 Highway in the Susquehanna East Shopping Center.  As part of an already approved Community Improvement District for the Shopping Center, Spirit World will relocate to the adjacent tenant space and expand their operation to include fuel sales. The applicant has submitted a signed affidavit indicating that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

Background:

According to the application, Asharaf Hudda is the sole member of DJ United LLC the legal entity doing business as Spirit World & Food Mart.  The new proposed location will operate within approximately 3,280 square feet of space.  The entire Susquehanna East Shopping Center is slated to undergo major façade and landscaping improvements as part of the Community Improvement District already approved by City Council.  This move was envisioned as part of that plan.  Mr. Hudda was the applicant for the CID as owner of the shopping center.


The applicant has appointed Richard Bryant as Managing Officer for purposes of this liquor license.  The background investigation conducted by the Missouri State Highway Patrol on Mr. Bryant revealed he meets the requirements of the Alcoholic Beverages code.

Applicable City Departments reviewed the application, and the attached Inspection Report includes their comments.
