Agenda Title:

Council action is requested to issue a one (1) year contract with three (3) one-year renewal periods for Substation Battery Replacements with Ash Battery Systems for the Power & Light Department.
Recommendations:

Council action to issue a contract.
Background:

The contract for substation battery replacements will provide replacement batteries, battery chargers, and necessary accessories for use at the substations and other facilities as needed during the term of the contract. Per the specifications an authorized manufacturer’s representative of C&D batteries was requested to provide at no additional charge all services related to warranty concerns during the entire seven-year warranty period. As an authorized manufacturer’s representative, they are also able to obtain batteries at a lower than catalog/public pricing and pass those savings along to the City.

An Invitation to Bid (ITB) for substation battery replacement was issued on March 24, 2021. The ITB was posted on the City’s website through Public Purchase, which notified 147 potential bidders, of which 43 accessed the bid documents.

Two (2) bids were received on April 16, 2021: Ash Battery Systems and Wholesale Batteries. Wholesale Batteries was determined to be non-responsive because they are not an authorized manufacturer’s representative. Ash Battery Systems took no exceptions and is an authorized manufacturer’s representative. Staff recommends award to Ash Battery Systems.
