Agenda Title:

Council action is requested to issue a purchase order to JCI Industries, in the amount of $67,148.00 for pumps for the Bison Park Pump Station Pump Replacement Capital Improvement Project for the Municipal Services Department.

Recommendations:

Background:

The Bison Park lift station requires a considerable amount of maintenance. The current pumps have proven to be incapable of handling the incoming debris to this station. Existing pumps have been rebuilt only to gain a few weeks of functionality before clogging and again losing pumping capacity. Between January 1st and May 1st, of 2021, staff has responded to 25 pump failures at the Bison Park lift station. The pump station is unmanned and needs to function properly. Staff met with suppliers to present solutions to resolve this issue before these pump failures result in an overflow of the station. It was determined that Flygt pumps allow for the required flow rate with a much smaller pump. This allows for less power consumption, smaller variable frequency drives, smaller breakers, smaller wires, and to use the existing generators for a backup power source. These items will reduce cost of operation at Bison Park Pump Station. All other solutions presented would require replacement of existing wiring, power supply, and generator. Three proposals were received: JCI Industries, Inc. $67,148, Enviro-Line Co. Inc. $67,555, and Alliance Pump & Mechanical $85,021. Of the three proposals JCI was the only proposal that would allow us to use the current power source, generator, and wiring. The other solutions required larger pumps to meet our flow criteria, which would incur higher installation costs and increase the ongoing operation and maintenance cost of this station. Due to the lower cost associated with the smaller pumps, Flygt pumps are recommended for this installation. This expenditure would approve the installation of two new Flygt pumps with associated rails, valving, and concrete.



Fiscal Impact:

Fiscal Impact. The fiscal impact to the City is $67,148.00. Funding is included in the fiscal year 2020/21 adopted budget, page 90, account number E (302103 – C) for Sanitary Sewer Pump Station Improvements and Maintenance.
