Council action is requested to issue a purchase order to HDR Engineering Inc, in the amount of $127,065.00 for an Arc Flash study for the water plant and reservoirs for the Courtney Bend Water Treatment Plant for the Water Department.

The water plant and remote storage reservoirs use a wide variety of electrical equipment, both high and low voltage. The Arc Flash study will determine the amount of energy released if there is an arc in the system, provide data to enable the development of a safety plan, label existing equipment for arc flash hazards and provide a comprehensive one-line electrical drawing for the Courtney Bend Water Treatment Plant.

Staff’s recommendation is to issue a purchase order to HDR Engineering Inc. HDR has performed well on other design and construction projects. HDR was selected per State Statute 8.285, et seq, which calls for seeking architectural, engineering and land surveyor services based on qualifications. The Purchasing Division issues a Request for Qualifications every three years and has established a qualified list for such services.

This project is a budgeted item in the Water Department’s FY20-21 capital budget.

Approval of this item authorizes changes orders up to a total of ten (10) percent of the original authorized amount for each order, providing appropriations are available.

The fiscal impact to the City is $127,065.00. Funding is included in the fiscal year 2020/21 adopted budget, page 159, Project string E (630110-N) account number E (4830-5226).
