Council action is recommended to approve a change order to a purchase order between the City and Daktronics Inc. in the amount of $14,050.00 increasing the total purchase order to $104,050.00 to provide Digital Marquee Signs at the Independence Uptown Market and City Hall.

The City issued purchase order 21000702 on February 17, 2021 for a digital marquee sign for the Uptown City Market and City Hall for $90,000, to Daktronics Inc, a national electronic sign company. Daktronics is a top tier marque sign and scoreboard manufacturer and installer. For instance, Daktronics is the manufacturer and installer for the scoreboards inside the Cable-Dahmer Arena.

Since the initial purchase order was created it was discovered the installation of the City Hall sign requires additional electrical work which was not anticipated in the original quote. The Parks Department has also opted to add anti-graffiti coating to both signs which was an additional cost not included in the original quote. These changes created a $14,050 increase in cost.

The City contracted with Daktronics based on using the national Omnia Partners Contract #R170101. Purchases under cooperative agreements are authorized by Section 8.06.004, Paragraph 5, of the Independence City Code, which states that when cooperative bids or contracts are used, they will first have been established pursuant to generally accepted governmental purchasing practices and the competitive bidding process.

The Park Sales Tax funds will be utilized for the sign at the Market.

Fiscal Impact is $104,050.00. Funding is included in the Fiscal Year 2020-21 adopted budget, $100,800 is from Project String 572101-C, account number 7057-5406 and  $3,250 is from Project String 9970-C, account number 7012-5406.
