21-031 - 1R. An ordinance finding, determining and declaring the necessity of acquiring temporary construction and grading easements, new right-of-way and general utility easements for the 24 Hwy Complete Streets Phase 1 (Project No.70111801); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the Project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the Project.
Approval of the ordinance is recommended
This ordinance would authorize the right-of-way, temporary construction easement and general utility easements acquisition for a project. The project will provide sidewalk, shared-use path, curb & gutters, storm sewers, intersection and signal improvements. Right-of-way and easements from thirty parcels will be needed to be acquired for the project.
The 24 Hwy Complete Streets Phase 1 (Project No. 70111801) converting the existing highway from a 4-lane to a 5-lane highway from MO 291 to River Blvd and will include improvements to the signalized intersections and improvements to access management for the numerous entrances within the project limits as well as complete streets improvements. This ordinance would authorize the needed right-of-way and easements for the project.
The fiscal impact to the City is approximately $320,000. Funding for 24 Hwy Complete Streets Phase 1 is included in the 2019 adopted budget, page 90, account number 111801 and the 2021-22 Proposed Budget, page 115, account number 111801.
