Asphalt repairs are a result of damage to streets and roadways resulting from main breaks and other system restorations. The Water Department contracts out the repair work.
The Procurement Division issued an Invitation to Bid (ITB) for Street Cut Repairs on April 28, 2021. The ITB was published on the City's website through Public Purchase, the City's e-bidding provider, which notified 95 potential bidders; 8 accessed the ITB.
Three (3) bids were received: Callahan Concrete & Asphalt Construction LLC, Davenport Construction LLC and Superior Bowen Asphalt Company LLC. Davenport Construction LLC submitted the lowest bid, and met the minimum requirements of the ITB. The costs for these repairs have been budgeted in the Water Department's Operating Budget Account No. 40-4840-5212, Maintenance Other found on page 160 of the City's 2020-2021 Adopted Budget Book.
The method used to award was to multiply the 14 types of repairs estimated quantity over three years times unit prices. This method resulted in Davenport submitting the lowest total 3-year bid. Callahan did submit some lower unit costs than Davenport on several items. However, those unit costs would be mitigated by the City's local preference policy allowing local vendors to be within 10% of the lower bid.
