Agenda Title:

Council action is requested in approving a Use Agreement between the City of Independence, Missouri and the Independence Chamber of Commerce to provide the terms and conditions under which patrons of the Independence Uptown Market may use the designated parking areas of the Independence Chamber of Commerce at 210 W. Truman Road and to provide the terms and conditions under which the Chamber of Commerce may use the designated parking areas and building and facilities of the Uptown Market at 211 W. Truman Road.

Executive Summary:

If approved, this agreement would grant the Independence Chamber of Commerce use of the Independence Uptown Market at no cost not to exceed four times per calendar year. In exchange, the Independence Chamber of Commerce would grant patrons of the Independence Uptown Market use of all designated parking areas at the Chamber of Commerce offices with no limitations on dates.
Background:

The City of Independence opened the Uptown Market in 2018.  Since that time, this facility has become a popular community asset, hosting a wide array of events including the farmer's market, art and craft shows, wedding receptions, corporate events, retirement parties, fundraisers, and a number of community events sponsored by non-profit groups such as the Independence Chamber of Commerce.

 

Due to the popularity of this space, the Independence Chamber of Commerce has realized an increase in the utilization of the parking lot owned by the Chamber of Commerce at 210 W. Truman Road by patrons attending events at the Uptown Market. The Chamber of Commerce recently invested in having this parking lot resurfaced.

 

In recognition of their mutual interests, the City and Chamber of Commerce have negotiated this proposed Use Agreement that grants the Chamber of Commerce free use of the Uptown Market no more than four times per calendar year. In exchange, patrons of the Uptown Market will continue to be afforded use of the parking lot owned by the Chamber of Commerce when attending events at the Uptown Market throughout the calendar year, with no limitation on the number of events.

Fiscal Impact:

The Schedule of Fees adopted by the City Council sets the fees for the Uptown Market. Revenues are deposited in the Park Sales Tax Fund. 

 

FEES FOR NOT-FOR-PROFIT/FAMILY/FRIEND EVENTS:
$300 first 4 hours
$75 each additional hour (up to 12 hours)
$900 12 -  24 hour rental
$300 Security deposit

 

FEES FOR FOR-PROFIT GROUPS
$400 first 4 hours
$100 each additional hour (up to 12 hours)
$1200, 12 - 24 hour rental
$300 Deposit
 
OTHER FEES
Kitchen: $150 Security deposit
Sound System: $50 Security deposit
Tables: $3 each
Chairs: 50 cents each
Staffing fees are charged after normal hours of operation.

 

It is estimated that in any combination of rental scenarios, revenues would not exceed $5,000 per calendar year.
