The Police Department responds to numerous calls for service involving the illegal use of firearms. The inherent danger of these calls can quickly elevate to a critical incident when the suspect threatens to shoot an officer or illegally shoots the firearm. These rapidly changing situations oftentimes do not allow the Police Department time to summon specialized units and equipment. Over the past four years, two officers were struck in the head by a bullet fired during the initial response. Also, the recent increase in civil unrest has required the Department to enhance its response to violators throwing large heavy objects at law enforcement officers. Kansas City, MO Police Department has asked our police department to be available to respond for mutual aid assistance during civil unrest in the area.
The department met with local and state law enforcement agencies to evaluate reasonably objective responses and equipment. Equipment gaps were identified and would be addressed with the purchase of these items.
The purpose of the equipment would be to better serve the community and protect the officers. Currently, if an officer is seriously injured during their assigned duties, it requires a large, calculated response to further contain, mitigate, evacuate, and investigate. This reduces the ability to provide timely services to other parts of the community. The deployment and use of ballistic helmets for officers have greatly increased across the country as a standard of practice to provide the best protection. Multiple regional law enforcement agencies have already deployed helmets and improved their equipment for civil unrest response.
The Procurement Office of the Finance and Administration Department reviewed the purchase information and verified the TIPS contract meets federal purchasing guidelines to complete the purchase.
