Council action is requested regarding the change of ownership application received from Light Liquor, LLC; for a Retail Selling of Intoxicating Liquor and Sunday Sales Licenses for the Smoke 4 Less & Convenience Store located at 1701 S. Noland Rd.   

This application meets the requirements of the City’s Alcoholic Beverage Code. 

The applicant is requesting City Council approval to sell intoxicating liquor in the original package on premises seven days a week.  This convenience store is currently owned by SAS USA, LLC who has agreed to the sale of inventory to the applicant.  The applicant (Light Liquor, LLC) has indicated that this location will have alcohol sales that meet the City’s Alcoholic Beverage Code.

SAS USA, LLC has had an intoxicating liquor in the original package license at this location since 2011.   SAS USA has agreed to sell the inventory to Light Liquor, LLC.

According to the application, Salim Lakhani is the sole member of Light Liquor, LLC and will be the active operator of the business.  Light Liquor, LLC will continue to lease the 2,475 square foot space from the property owner to operate the convenience store.  No major changes to the business are planned and the new owner plans to continue selling alcoholic beverages seven days a week. 

Light Liquor, LLC has appointed Richard Bryant as Managing Officer for purposes of this liquor license.  The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Mr. Bryant revealed he meets the requirements of the Alcoholic Beverages code.
