Staff recommends approval of this action.

The property owners, Donald and Lisa Parker, request the City to de-annex a portion of land in the City Independence of which the remainder of the lot being in unincorporated Jackson County.  According to the Jackson County Counselor’s office, once de-annexed, the property will automatically revert to being in unincorporated Jackson County so no separate approval from Jackson County is required for this de-annexation.

Recently the Parker’s rezoned land on the southeast corner of Truman Road and M-7 Highway from C-1 (Neighborhood Commercial) to R-A (Residential Agricultural) and received approval of a minor subdivision plat to consolidate three lots in the city into a single lot for the construction of a house for their daughter.  The Parker’s are also in the process of replatting their property in unincorporated Jackson County adjoining their city property into a single lot. Sandwiched between their land in the County and individual lots along M-7 Highway is a 60 foot by 546-foot strip that the Parker’s seek to de-annex in order that all of their property will be wholly in one jurisdiction.

The Parker’s have no plans for development of their property in unincorporated Jackson County.
