Substation A is located at 21500 E Truman Rd, Independence, Missouri 64056 adjacent to the retired Blue Valley Power Plant. Due to the retirement of the Blue Valley Power Plant a MVAR deficiency was created per the North American Electric Reliability Corporation (NERC) planning standards. As a result, additional reactive resources are needed to replace the Blue Valley Power Plant generator VAR supply with a switched capacitor bank sized at 20 MVAR.
The MVAR deficiency must be remedied to comply with SPP requirements. The City remains open to potential fines if found in non-compliance when audited. The deficiency may also result in voltage issues during high demand periods. The capacitor bank addition project for Substation A requires purchase of a new 69kV 20MVAR capacitor bank. The capacitor back is the first material bid needed for the Capacitor Bank project.
An Invitation to Bid was issued on Public Purchase on June 14, 2021. Eighty-nine potential bidders were notified and fourteen downloaded the bid documents. Bids were obtained from Raukman High Voltage Sales and Wesco Distribution. Only Wesco Distribution accepted the City’s Terms and Conditions and met all technical bid requirements.

Fiscal Impact:
The fiscal impact to the City is $83,960.00. Funding for the 20MVAR Capacitor Bank is included in the 20/21 fiscal year capital improvement budget, page number 153, account number 70202110 5406 1714.
