| | | | | | | | Background:
Power and Light (IPL) uses pole mount and pad mount transformers to convert the high 'primary' voltage of the overhead or underground distribution lines to the lower 'secondary' or 'utilization' voltage inside the building. The primary distribution wires use the three-phase system. The transformers are divided into three groups as follows: Group 1 – Pole Mount; Group II – Single Phase Pad Mount; and Group III – Three Phase Pad Mount. The transformers are used in establishing new electrical service and for the replacement of defective units.
An Invitation to Bid (ITB) for transformers was issued on June 1, 2021. The ITB was published on the City’s website through Public Purchase, the City’s e-bidding provider, to one hundred thirty eight (138) potential suppliers of these products, of which sixty three (63) downloaded the bid documents.
Six firms responded to the solicitation: Howard Industries, WEG Electric Corp, Wesco, Graybar Electric, Central Moloney Inc. and Southwest Electric. Four of the firms, Graybar, Howard Industries, Central Moloney and Southwest Electric, did not accept the City’s Terms and Conditions, rendering them non-responsive. Wesco Distribution and WEG Electric Corp. agreed to the City of Independence Terms and Conditions and are recommended for award. Awarding to both vendors allows IPL to have options when lead times fluctuate.

Fiscal Impact:
The fiscal impact to the City is $240,000.00. Funding for the pole mount and pad mount transformers is included in the fiscal year 2021-2022 adopted budget, page number 174, account number 6122.5314.1370.
