Agenda Title:

Council action is requested to authorize the City Manager to approve a construction contract with a Freeman Concrete Construction LLC for an amount not to exceed $1,448,027.80 authorizing future minor change orders not to exceed $142,372.78 and/or time extensions for the Phase 1 Sidewalk Construction and Curb & Gutter Replacement Projects. (No. 112004 & No. 112005).

Approval of this request is recommended.

Executive Summary:

Approval is requested for a construction contract for the Phase 1 Sidewalk Construction Project (No. 112004) and Curb & Gutter Replacement Project (No. 112005).  These projects provide for the construction of new ADA compliant concrete sidewalk and the replacement of existing deteriorated concrete curb and gutter, at various locations throughout the City. Ancillary items consist of ADA compliant sidewalk ramps, concrete curb (type indicated), thermoplastic pavement striping, traffic control, and all appurtenant work.


There were 3 construction bids for this project:


Freeman Concrete Construction, LLC - $1,423,727.80

Gunter Construction -$1,835,502.00

MegaKC Corporation - $1,760,064.80


Engineer's Estimate - $ 1,116,716.00


Freeman Construction, LLC has successfully completed other construction contracts for the City. Their bid is being recommended for approval of this contract.

Fiscal Impact:

The fiscal impact to the City is $1,423,727.80. Funding for Phase 1 Sidewalk Construction and Curb & Gutter Replacement (Projects No. 112004 & 112005) is included in the Deferred Maintenance Bond Initiative approved by Council in December 2019.
