Agenda Title:

Council action is requested to issue a one (1) year contract, with three (3), one-year renewal periods with SiteMed North America LLC for Physicals for personnel within the Fire Department.

Recommendations:

Council action to issue a contract.

Background:

The Fire Department operates under a set of standards defined by the National Fire Protection Association (NFPA). One of these, NFPA 1582 (Standard on Comprehensive Occupational Medical Program for Fire Departments) states:

Section 7.1.1 “The fire department shall establish and maintain a confidential occupational medical evaluation program for members.”
Section 7.1.2 “Occupational medical evaluations shall be conducted as a baseline for surveillance and annually thereafter.”

Furthermore, on July 20th, 2016 the Fire Department and IAFF Local 781 signed the Joint Labor/Management Initiative Addressing Cancer in the Fire Service. This document states “The importance of annual medical exams cannot be overstated as early detection and early treatment are essential to the increased survivability from cancer.”

With this information in hand, the fire department is requesting to re-enter into an agreement to provide physical examinations for all of its uniformed personnel. We have utilized Site Med as our provider in the past and wish to continue utilizing their services for the duration of this agreement and possibly beyond that. Total fiscal impact will be approximately $93,000 to $100,000 in the first year depending on the final decision on exactly what tests and screens will be offered with needed adjustments made in the following years. This expenditure is already included in the 2021-2022 Fire Department budget under 4671-5220.

The vendor providing the service, SiteMed, provided a quote based on a Lee’s Summit, MO cooperative contract 2020-002. Purchases under cooperative agreements are authorized by Section 8.06.004, Paragraph 5, of the Independence City Code, which states that when cooperative bids or contracts are used, they will first have been established pursuant to generally accepted governmental purchasing practices and the competitive bidding process.


Fiscal Impact:

Fiscal Impact. The fiscal impact to the City is $92,314.80. Funding is included in the fiscal year 2021/22 adopted budget, page 136, account number 4671-5220 (professional services).
