Agenda Title:

Council action is requested on a recommendation from the Public Utility Advisory Board for the H5 and H6 Combustion Turbine Generator Repairs for Power & Light.-Requested by the Public Utilities Advisory Board
Recommendations:

Public Utility Advisory Board Motion:  Whereas the H5 and H6 electrical generators have the capacity to produce 38MW of power and these 2 units have considerable life remaining based on their operating hours to date and the number of electrical starts; and whereas these generators have a high likelihood of repair by the manufacturer for an estimated cost of roughly $800,000 for both of them, up to $1.9M combined with a two month removal, repair and re-installation process; and whereas purchase of a new unit with capacity to generate 50MW is in the range of $40M-$50M; therefore is a prudent and cost effective measure to maintain the generating capacity of Independence Power and Light in accordance with our agreement with the Southwest Power Pool, the PUAB recommends that the IPL staff move forward with the assessment for the repair of the H5 and H6 generators and this should be considered at the next opportunity by the City Council.

Monday, July 6, 2021 - H5 Combustion Turbine Repairs brought to City Council for approval - postponed until 7/19/21.

 

Monday, July 19, 2021 - H5 Combustion Turbine Repairs brought back to City Council for approval - postponed until December 2021.

 

Monday, September 7, 2021 - H6 Combustion Turbine Repairs brought to City Council for approval - Vote Failed.



Fiscal Impact:

Repairs are funded through Capital Project 202211 on page 176 of the proposed FY22 Budget.  Total cost will be dependent on the inspection findings, up to $1,909,344.
