21-514 - 1R.  An ordinance adopting amendments to the Fiscal Year 2021- 2022 budget, which was approved by Ordinance No. 19228.-Appropriation ordinances may receive two readings and be voted on at the same meeting.

Staff recommends approval of this item.

Increase appropriations in the amount of $356,954.00 in the Water Fund; $30,000.00 in the Tourism Fund; $5,000.00 in the Grant Fund; $100,000.00 in the Central Garage Fund; $50,500.00 in the General Fund; and transferring appropriations in the amount of $39,000.00 between departments within the General Fund; and decreasing revenues in the General Fund and increasing revenues in the Health Property Tax Levy Fund in the amount of $58,850.00.

Background information for each individual appropriation adjustment is included in an attached document along with an appropriation adjustment amount, the source of funds for the appropriation adjustment and the location of where the appropriation adjustment will be recorded.

This ordinance is to increase appropriations in the amount of $105,000.00 due to increased revenues and transfer appropriations in the amount of $39,000.00, which will result in $0 net impact to the various funds affected.  This ordinance is also to increase appropriations in the amount of $356,954.00 from Water Unassigned Fund Balance and $50,500.00 from General Fund Unassigned Fund Balance due to increased expenditures.

Revenues have also been adjusted. Due to Amendment No. 1, the National Frontier Trails Museum will be open for the fiscal year and revenues are estimated at $30,000.00.  Revenues have been decreased in the General Fund by $58,850.00 and increased in the Health Property Tax Levy Fund by the same amount to move the revenues to the fund where the program expenses for those revenues are budgeted.
