The Water Department is recommending this contract be awarded to Linaweaver Construction, Inc.  Linaweaver Construction, Inc. was the lowest qualified bidder and has successfully completed other projects for the City of Independence in the past.

The existing 6-inch and 8-inch cast iron water main on Gudgell Avenue was installed in 1948 and 1949. This main has had 50 breaks in the last 22 years resulting in thousands of dollars in repair costs and site restorations. The existing water main is under the pavement of Gudgell Avenue. The Water Department is proposing to install a new 8-inch ductile iron main along Gudgell Avenue outside of the paved roadway.

The project was bid on the e-procurement website, Public Purchase, that the city uses for solicitations. Invitation to Bid #21070 closed on October 6, 2021 with 188 firms being notified and 31 firms downloaded the invitation to bid.

The fiscal impact to the water fund is estimated to be $1,308,685.00. The fiscal impact consists of the following:

·         Bid Cost - $1,165,500.00

·         10% Change Order Allowance - $116,500.00

·         Consultant Survey & Design - $26,635

The Capital Project is budgeted in account 7040-5406-402010-C on page 162 of the 2020/2021 budget in the amount of $1,035,000.00. An additional $273,685.00 will need to be appropriated from the Water Departments unreserved retained earnings to cover the difference in the contract cost.
