The purpose of this Agreement is to provide for a cooperative effort between the City of Kansas City and the City of Independence for the North Kentucky Avenue Bridge over Rock Creek Project (No. 111814). |
| | | | | | | | Previous Activity:
The North Kentucky Avenue Bridge over Rock Creek has been closed since 2019 to traffic due advanced deterioration including a hole in the deck. The city limit line shared by City of Independence and City of Kansas City runs lengthwise down the centerline of the bridge. The bridge is the primary access to the Rock Creek Pump Station and provides access to main roadways for many Independence residents. Staff from both Independence and Kansas City met multiple times to work out the proposed agreement. The agreement sets out that Independence will fund the design, construction and ongoing maintenance of the bridge and the City of Kansas City will reimburse the City of Independence $1,200,000 payable over three years. The total cost of the project is currently estimated at $1,625,000. |

Fiscal Impact:
This fiscal impact for future construction is $425,000 based on the latest engineer’s estimate. These funds are included in the Capital Improvements program for fiscal years 22-23 and 23-24. This amount will increase or decrease based on the actual expenditures and will be better understood when the project goes out for bid in the fall of 2022.
The fiscal impact for the City being responsible for all future maintenance of the bridge is estimated to be $8,000 a year beginning in fiscal year 23-24 and will need to be budgeted accordingly.
