Council action is requested to issue a contract to Monaco Property Services (MPS) DBA MO TURF CARE, in the amount of 100,000.00, for Illegal Dumping Removal for the Municipal Services Department.

Illegal dumping and vagrant trash have been issues in our City for many years. As much of this trash finds its way into the streets and along City right-of-way, City staff is tasked with removing the items. Due to the frequency, quantity, and location of the dumping, staff is often unable to keep up with the removal demand. Additionally, the primary focus for these same City staff is to maintain the physical integrity of our streets (i.e. pothole repair). In order to allow staff to concentrate on other pressing street maintenance concerns, it is recommended that the City utilize a third party to assist with trash/debris removal in City right-of-way. This function will be coordinated by the Municipal Services Department.

The Procurement Division issued a Request for Qualification (RFQ) for Prequalification for Illegal Dumping Removal on September 13, 2021. The purpose of the RFQ is to hire contractors to perform this service for calendar years 2021 and 2022. The RFQ was published on the City's website through Public Purchase, the City's e-bidding provider, which notified 12 potential bidders; 4 accessed the ITB.

Monaco Property Services (MPS) DBA MO TURF CARE was the only firm who responded to the RFQ. MO TURF CARE is a local company who provided a response indicating they meet all the requirements of having adequate staffing and equipment necessary that meets the specifications that were provided in the RFQ. The Municipal Services Department recommends award of a contract to MO TURF CARE.

The fiscal impact to the City is $100,00.00. Funding is included in the fiscal year 2021/22 adopted budget, page 245, account number E (0615111-5226) Illegal Dumping Mitigation.
