The 40 Highway Complete Streets Project (no. 111802) will provide new sidewalks, dedicated bike lanes, curbs & gutters, push button pedestrian signals, sidewalk ramps, street lighting improvements, retaining walls, and trees on the north side of US 40 Highway.
There were 6 construction bids for this project:
- V F Anderson Builders, LLC: $2,285,774.90
- Linaweaver Construction, Inc.: $2,485,931.10
- Gunter Construction Company: $2,733,210.00
- Radmacher Brothers Excavating Co. Inc.: $2,808,564.20
- MegaKC Corporation: $2,919,611.00
- Leavenworth Excavating & Equipment Co. Inc.: $3,053.585.00
- Engineers Estimate: $2,544,406.00
VF Anderson Builders has successfully completed other construction contracts for the city. Their bid is being recommended for approval of this contract.
The City's Management Analysist Position is currently Vacant. In order to approve the construction contract, the City Council should waive section six of the City's Purchasing Policy:
6) Management Analyst Review
Prior to presentation to Council, the City Management Analyst must review and make a recommendation for contracts where the cost is between $500,000 and 1,999,000, if they will be in effect for more than a year; and all contracts valued at $2,000,000 or more regardless of term.

Fiscal Impact:
The fiscal impact to the City is $2,514,352.39. Expense for the 40 Highway Complete Streets Project (No.111802) will be paid from the Streets Sales Tax Fund, account number 7011-5406, and covered through the previously approved fund agreement for this project (ordinance #19124) which allocated $2,500,000.00 from the Federal Surface Transportation Program to the Street Sales Tax funds for the US Highway Complete Streets Project (No.111802/Fed. Project No. STP 3379{437}).
