Purchase order 22000566, in the amount of $95,000.00 was issued to Shaner Appraisals Inc, DBA: Valbridge Property Advisors for Property Appraisal Services for the 24 Highway Complete Streets Project for the Municipal Services Department.

Staff is providing notification to the City Council of this purchase.

In October of 2020, Shaner Appraisals (DBA Valbridge Property Advisors) were selected through Limited Source Justification to oversee the appraisal of properties along 24 Highway as part of the 24 Highway Complete Streets Project (No. 111801). Shaner was selected due to the complexity of the work, time constraints andtheir history of performing appraisals in the past for the City.

Their contract for $95,000 with the City was executed by the City Manager on December 17, 2020, and should have appeared on the January 2021 $50,000 - $100,000 report to Council. However, due to personnel changes, a requisition for purchase order was never made. The selection of this vendor for this project and execution of this contract occurred before the $50,000 dollar stipulation for Council consent.

Fiscal Impact. The fiscal impact to the City is $95,000.00. Funding is included in the fiscal year 2021/22 adopted budget, page 138, project string E (111801-C--) 24 Hwy Complete Streets, account number E (7011-5406) Other Improvements.
