The City Council approved tax increment financing and triggered collections under the Hartman Heritage Park Tax Increment Financing Plan on May 18, 1998. The Redevelopment Project  has been completed, the 23-year period for collections has expired and the City should terminate the collection of TIF revenues within the Redevelopment Area. 

The City created the Hartman Heritage TIF in 1998. The project consisted of a mixed-use development complex containing approximately 60 acres and located generally north of Interstate Highway 70 at its intersection with Little Blue Parkway and south of the Little Blue River. 

The revenues for the TIF consisted of 100% of the increase in property tax revenues over the base valuation and 50% of the incremental increase in sales taxes. 

The City issued several series of bonds to fund the infrastructure of the area. All bonds have been paid off with the series 2011B final payment dated April 2021. 

The City's balance in the Hartman Heritage TIF fund through October 2021 is negative $2,901,532. This balance represents the costs that were more than was received from the TIF revenues. The majority of costs was debt service for the bonds that the City agreed to pay. The balance is currently covered by allowable funds within the Eastland Center TIF. 

Although the TIF is cancelled and the City will no longer collect other taxing units increment, the City will continue to deposit the City's portion of those revenues into the TIF fund until negative balance is collected.
