City Management and FOP Leadership have been meeting for the past several months to develop strategies relative to filling sworn personnel vacancies as well as retention of current sworn personnel. Results of this work included development of the retention payment program, recently approved by the City Council, as well as recruitment and referral incentives.
Competitive wages in relation to other departments in the region is another effective tool to attract and retain talented sworn personnel. On November 2, 2021, the voters of Independence approved modifications to Prop P enabling the proceeds to be used for current personnel and equipment in addition to hiring 30 additional officers.
This MOU provides for a 6% increase to Police Officers and Sergeants, effective January 2, 2022, 4% increase effective July 1, 2022, and 4% increase effective July 1, 2023. This also eliminates new Longevity Pay for all covered positions in the FOP Work Agreement (existing Longevity Pay is not impacted). In exchange, the City agrees to a .6% baseline annual wage adjustment
