21-518 - 2R.  An ordinance declaring the need to acquire real property for the amelioration of conditions which constitute blight in the City by negotiation, or, if necessary, by condemnation, and authorizing the City Manager to obtain and execute all instruments necessary for acquisition of such land; and declaring an emergency. -Second reading was postponed from December 6, 2021 meeting.

Executive Summary:

The property at 4023 South Noland Road exhibits conditions of blight. The property owner has not been responsive to the City's attempts to contact them regarding their unwillingness to improve the property. 

 

Improvements are needed to alleviate the conditions of blight on the property, which will require that the land be acquired by negotiations or condemnation.

 

This ordinance declares the need for the City to acquire the property in order to alleviate the blight conditions, and further directs the City Manager to negotiate with the owners for the property. If the owner can not be located or is unwilling to make improvements, this ordinance authorizes the City Manager to proceed with condemnation of the property.   

Emergency Justification:

The health, safety, and welfare of the community allows this item to be considered an emergency.
